The limit of media, searched by tag is currently limited to 20 pics. When you are searching by userid, there is no limit (except the one you set).
When you are continuing facing this problem, you may need to clear your cache.
Please report, when you solve your problem.

Currently it is not posible to get all media by tag but only the recent ones. We may include this option in a future release.

I think this is a cache-issue. Please try to set the cache-time (settings > instapress) to 0. Is it working now?
