Anyway, this seems to have cleared itself up as the latest WordFence scans of all my sites are no longer reporting TwentyTwentyOne as being an issue anymore.

I was obfuscating the URL with Bitly as there was no option to retrospectively add the site’s URL.

I did as you suggested and deactivated all plugins,
reactivating them one by one
and then refreshing the ../wp-admin/site-health.php page.I discovered two plugins were at fault:

I’ve kept both deactivated and will open tickets with both developers.
If you’re able to deduce anything else it would be greatly appreciated.

I’ve used EUM many times before and was always very happy with its performance. I recently moved from cPanel to Plesk and have only just encountered WordPress Toolkit for the first time. Only now do I realise that both applications perform pretty much the same task.
As WordPress Toolkit is pre-installed with the server, it probably makes more sense to use it and have one less plugin installed on all my sites. The fewer plugins one has installed the better. So it’s with regret that I’ll uninstall EUM. Unless there’s another argument to keep it?

The issue is resolved.
I opened a ticket with WPML. In the end it was a really simple answer.
All we need to do to get it to work was to give each page a unique slug.
I assumed the slug would be auto-translated by WPML. It wasn’t.
When I manually changed the slug to something unique then bingo the page/course/pdf appeared.Thanks for you invaluable help resolving this. Its appreciated.

OK, I checked the error_log and couldn’t find anything of significance. Definitely nothing for my IP Address and nothing at all in the last 8 hours.
I checked the access_log
I can see my IP address requesting the Page:

I’m using WPML – https://wpml.org/
OK I’ll check WPML’s settings to see if I can simplify the URL.
