Yes, it is possible that the outdated templates might be causing trouble. However, it’s also possible that your theme overwrites the display entirely.
A quick test to confirm would be to temporarily change to a default theme (Twenty Nineteen or Storefront) to see!

I’ve done some testing with it today, and it seems that it will work well with our WooCommerce Services automated testing. Maybe worth a look!
All of our products do have a 30-day refund policy, so it might be worth exploring.

That is very odd, and definitely should not happen.
Have you ruled out conflicts? To do this, you would temporarily switch to a default theme (Storefront, or Twenty Nineteen) and deactivate all other plugins, and see if the trouble still happens.
If it works well with the default installation, you would then slowly re-enable everything until you can pinpoint the troublemaker.

In addition to what @lorro said (which is good advice) please do note that these are Warnings – low-level messages, rather than critical errors. Typically, notices are geared toward developers, so that they can be aware of small things to fix for future releases.
You may want to turn off Display Errors so that your site visitors don’t see these. Here is more information on how to do that:

You didn’t mention what theme you are currently using, but this sort of layout would be dependent on the theme you are using. If your theme doesn’t include that functionality, you would be looking at custom development – either yourself, or by hiring someone.

If your new site contains previous order information but not previous users, it is possible that a new user is created on the new site using a user id that has already been assigned to existing orders.
The only way to confirm this would be to examine the database, and the fix would likely be a manual adjustment. You may want to set up a staging version of the site, so you can explore without risk.
