Wamp server and local copy problem

Hi there,
I hope some one can help. I installed wamp5 Wampserver version 2.0 on my local machine and downloaded my WordPress site using ftp and exported my database using phpMyAdmin through cPanel from BlueHost. My intent is to have a development copy locally. My live site is fully installed but not developed.
Everything went fine with setting the server up and a second virtual host, etc. The problem is, when I navigate to the local copy in my browser, I just get the install screen and not the login screen as I do on the live site. The install screen is all I can get, no matter what file I try to access.
So something is amiss, but I am stumped as to what it could be. I am accessing the virtual host that I set it up on and my MySql user has full database-specific privileges for the Wp database that I created in Wamp5. All the tables from my live site database were copied properly into the local database. All appropriate files were altered locally to enable everything. The WP site url and home url were changed to the local version in the options table in the database. Hummm — scratching head ??
Any Ideas — anyone?
