If you want to change the theme you are using, you can import all the content.

Anyway, with FSE you can edit the footer completely, yes there are some themes that are fremium and to do that, you have to purchase the paid theme.

Another possible cause could be a corrupt?.htaccess?file. Also check your .htaccess files for anything strange.
