OK, I found it.
I knew about changing “AllowOverride All” in the httpd.conf file, but it also needs to be changed in a conf file for the site. On a 10.5 server running Apache 2.2, that file is found in /private/etc/apache2/sites and will have the ip address and domain name in the file name.
