I have an update.
My WP install was a few versions behind. I was able to update and the problem went away. I was at 5.5.3 (I think). Updated to 5.8 and all is good!
Please post when you discover a fix. I have the same issue. Whenever a tab is pressed, it scrolls to the top of the page. Not a behavior I like either.
The same behavior is happening to me. It is usually the first block in the “Row Layout” that has the issue. I have updated all plugins, themes, and server tools. Has be perplexed.

We were able to fix it by reinstalling all the Gutenberg plugins and resetting the site permissions. One of the steps worked, not sure which one did it though.
I did reset the “visual editor” setting in WP Bakery and on the user settings just to be safe.

However, over the past few days with the recent updates, it all appears to be working again. I had the issue for a month though and it drove me crazy.

This plugin for some reason conflicts with the Google Chrome browser for mac. I am running MacOS 10.15.1 and the updated version of Chrome.
I don’t see the problem with any other plugins but, switching to Safari allows me to re-enable the plugin and edit pages in the Gutenberg editor. I am not sure the real reason.
Is anyone else with these issues using Chrome also?
