I was going to say it looked like a permissions problem, but it looks as though it can read that json.php file (as it specifies an error on a particular line), I would speak to the plugin developer.

There are a number of things you could do, mukesh I think is trying to tell you that you can close comments, or choose the option to review comments before they show up on the site.
You will find this setting under Settings -> Discussion.
What I would do is use Akismet – Akismet should have come with your installation of WordPress. You do need to sign up for an Akismet key but that takes seconds. What it does do is eliminate all known spam.
The other thing you could try is adding a CAPTCHA on your comments page. This may help, although some spammers have found a way round that. You can add captchas through a plugin, just search “captcha” in the plugins directory.

Remember that for two WordPress installations, you need two seperate databases for each installation. Check with your host before doing this to ensure you are allowed more than one database.

Search engine is a different issue – you need to look at optimising your WordPress site for search engines (SEO). That doesn’t happen overnight though.

If you can still get to the wp-admin, deactivate the theme and try the twenty ten / twenty eleven theme. Also, deactivate any plugins you may have.

Looking at the URL you have installed it locally on your PC, which is fine. Although I’ve never tried an auto upgrade from a local machine…
Was WordPress working fine before trying to upgrade?

In reply to: multiple install problems1. There is only one version of WordPress, the latest version. You have .com and .org, .org is when you host it yourself, .com is hosted by WordPress. Sounds like you are trying to install it on your laptop, so you will be using .org.
2. Microsoft Web Platform works fine for me on my desktop when testing and developing.
3. There is a Worpdress installer through WebMatrix. Try that.

5. If you are running WordPress locally on your box, you would normally find a folder c:\intepub\wwwroot . This is where IIS looks by default for your website. Then open a browser and navigate to https://localhost/. You cannot upload to your local PC, that technically is not possible. If you want to upload your WordPress site to somewhere on the internet so that other people can go to it, you need a web hosting company to do that for you.
6. Up to you, but by default you “create a new DB”
7. ? Depends on what you want to do. If you are running it locally for testing and developing, PC. Remote hosting is when you want it available on the web at a domain name of your choice.
8. Nope – totally up to you.It does sound like you are actually wanting to have your site accessible on the internet. Installing it on your PC is not the way to do it. Get a domain name, get someone to host it for you.

Check with your hosting providers first.
