If I understand correctly, you have modified the notification URL to

You mentioned that the status of the WooCommerce Orders is showing as pending payment sometimes; are the new orders being updated correctly? Note that previous orders won’t be automatically updated once the settings are updated from the PayPal dashboard.
If the order status is not changing on order complete, please check if there is a conflict with W3 Total Cache.

WooCommerce allows shop owners to automatically geolocate customers and display tax rates and shipping methods specific to a customer’s location. In order to determine the correct location for a customer, WooCommerce uses an integration with MaxMind Geolocation.

When you download a CSV file from Analytics > Products and the amount of data shown in the report is limited to one page ( e.g. there are no pagination options shown in the table footer ), the CSV file will download immediately.
If your selected date range results in a data set that spans more than one page in the table (55 products in your case), your CSV download should be processed as a background job by WooCommerce. Once the data is ready to be downloaded, an email should be sent to the address that is attached to your WordPress account with a link to download the file.
I have exported a table containing more than 25 products (45 in this case) while running the latest WooCommerce and WordPress versions on a testing site and an email was sent with a link to download the CSV file containing all of the listed products.
Is the CSV file being downloaded instantly when clicking the “Download” button from Analytics > Products or is it sent by email after the background job is completed?
Also, since this can be caused by a plugin/theme conflict, does the problem persists when all plugins except for WooCommerce are disabled while running a default theme like Storefront?

Can you give us more details on the issue you are experiencing and how is this feature not working in your case?
Note that with the Add Item > Add Tax option from the order’s edit page, the added rate will be included in the order only if the customer’s billing address on this order matches the tax rates locations for the added rate.
Also, the products added to the order must be set to Taxable and include the tax class of the rate that is being added to the order.
The ‘Recalculate‘ option will allow you to calculate taxes for the products added to the order.

If the option ‘Calculate Tax Based On’ is set to ‘store base address’, taxes are always based on your store location and not your customer’s location. This will result in the 20% VAT always being included at checkout.
If you want to display the 20% VAT by default but only apply for customers purchasing from the UK, I would suggest setting the ‘Calculate Tax Based On’ option to ‘Customer billing address’ and set the ‘Default Customer Location’ setting from WooCommerce > Settings > General > Default Customer Location to the ‘Shop Base Address’.
This way the 20% VAT will be included at checkout only if the customer’s billing address is from the UK.

Thank you for sharing the link and the video.
I would suggest enabling Debug log, which can give us more information. You may need to first create a wc-logs folder and set permissions to make it writable. These logs are available at WooCommerce > System Status > Logs and then select the PayPal log from the dropdown.
After enabling logs via the settings, check to see that responses are being received. If they are not, then the problem may be due to your WordPress install or a plugin conflict. Turn off other plugins.
Also, make sure that the correct notification URL is set on your PayPal IPN settings (https://test2019.orangemonkie.com/wp/?wc-api=WC_Gateway_Paypal) and check if your server supports ‘fsockopen’ (this information is available from WooCommerce > System Status).

Just to confirm, are your customers getting the email without the download link, or the email is not being delivered at all?
If they are receiving the email without the download link:
Have you enabled the “Grant access to downloadable products after payment” option from WooCommerce > Settings > Products > Downloadable products?
This way your customers should see download links in their order’s email notification.
If still, the Complete Order Email doesn’t contain any download link, I would suggest checking out this document:

If you have created variations and given them a price and stock quantity, you need to uncheck ‘Enable stock management at product level’ in the main Inventory Tab and check ‘Manage stock?’ in the variations tab for each variation.
If you have ‘Manage stock?’ checked under variations, do you have a positive inventory set?
Also, do the variations have prices associated with them?
Can you share a link to one of these variable products?

Your WordPress site needs an identifier to know you are requesting a product page and not a WordPress page.
This field needs to include a static value that will differentiate it from the rest of your WordPress pages.
You can use the ‘Shop base with category’ option or set a custom base like this:
/custom_base/%product_cat%/
This way your product pages will display a URL like this:
/custom_base/category/product/
Note that ‘custom_base’ can be any word of your choice that doesn’t conflict with the rest of your pages.

In order to display a product variation on your store with WooCommerce, a price should be set. I.e: Regular Price is required.
It is possible to allow your users to request a quote for products without displaying the price with the help of an extension/plugin.
There are several options available and I would suggest reaching for a plugin with this feature. I would recommend the Request a Quote for WooCommerce extension that allows you to hide prices and replace the “add to cart” button with the quote button. This way you will receive an email notification when a customer is interested in your product without displaying the price.
