This issue is being reported to me too.
Between 1000px and 1024px (width) the textual menu disappears along the top, but the mobile navigation icon does not appear until the screen is less than 1000 pixels wide.

I am running version 1.3.1

The above css correction is live in my css as default.

Can you please advise?
