Sorry for the delay, the plugin is translatable. If you use a plugin like WPML you can translate it using string translation. I will make an update within the next week which will allow you to add the relevant translations into the plugin as well.

I’ve tested the plugin v 1.2.4 on Twenty Sixteen theme & Sensei 1.9. It’s working fine.

Judging by your screenshot it looks as though Pango Sensei Module Collapse is not activated. This would explain why you cannot see it in Settings either. Please check your plugins page and make sure it is activated.
