The point of wp-cli is that you can automate the first step of developing a new project with WordPress. It is not that it should be enforced, but it would be really nice to see more documentation on how to prepare a plugin to be wp-cli compatible (for download/install/activate parts). Plugin settings are project based, so that should be done manually, depending on the projects design.
