If you can install plugins, install and activate “Health Check”: https://www.ads-software.com/plugins/health-check/
It will add some additional feature under create a new menu position Tools > Site Health.
On its troubleshooting tab, you can Enable Troubleshooting Mode. This will disable all plugins, switch to a standard WordPress theme (if available), allow you to turn your plugins on and off and switch between themes, without affecting normal visitors to your site. This allows you to test for various compatibility issues.

If that doesn’t work, I might try checking your server to see if you uploaded a custom homepage template at some point, and it’s not getting overwritten by any new themes being installed.

It would be nice if all the toolbar options hidden in the dropdowns and vertical ellipsis expanded out if the users’ resolution is wide enough.
This is a great idea — added a new GitHub issue for it: https://github.com/WordPress/gutenberg/issues/27745
It would also be helpful to see all the available options in the toolbar without having to try and find options (since there are two dropdowns next to each other, the caret and the ellipsis).
I agree it’s weird to have two dropdowns next to each other, but they have very different settings in them, so I’m not sure it makes sense to combine them, personally —?maybe there’s another way to tackle the problem?

. If you haven’t already, you’ll want to create a child theme of Twenty Seventeen, and copy this file over, maintaining the folder structure. Then, you can edit the file directly to include the header inside theadjustScrollClass()

Looks like there was a GitHub issue at some point, but was closed: https://github.com/WordPress/gutenberg/issues/1453 Maybe that can be resurrected.
A ToC block would also be great. I’ve seen a few plugins that do this already.
And a big game changer would be the ability to display a grid of certain post types: post grid would be the main one, but why not make it work with all custom post types. Then you’ll be almost as good as more advanced page builders and could certainly fill in a much wider market (use case) share.
