Featured Images in RSS plugin does not impact email sending. All it does is insert images into the feed so the images display in emails. RSS Emails are triggered by post publish date, Mailchimp recognizing there are new posts available for the period or frequency set for sending. You may want to troubleshoot your feed URL is correct in Mailchimp or contact their customer support for help.
