In the pro version you can change the name of the labels, but, on the face of it, it looks like you are trying to do more than just that and create a more customized XML feed.

So if you are getting no shipping available it typically means you do not have any rules that match all the items in your cart.

In that situation no shipping can be calculated and the message you see is a WooCommerce message.

Carefully check your rules and the items in your cart. If it is working for some cart configurations but not others it should give you a clue as to where your rules are incorrect.

If you haven’t got it to work for any cart config, start with just one item in your cart and carefully look at your rules to see where the mis-match is.

The shipping zone countries are not mutually exclusive i.e. you can have the same country in multiple zones…
