WooCommerce has a builtin feature to restrict shipping to specific countries. If you configure that then the customer can only select from the countries you have specified – that assumes your location A and location B are countries…
The plugin will then use which ever address/country the customer has selected.

To check if this is the case, in WordPress please goto WooCommerce -> System Status, then in the second section titled “Server Environment” you will see PHP Version. Please let me know what that says…

We are just outside New York City in NJ, although I am originally from England!!
Yep the free one is a scaled down version of the paid one, it solves the problem for a lot of stores but some folks need more bells and whistles…

Take a look at https://jem-products.com/woocommerce-table-rate-shipping-pro/
You can set a base fee plus a per item amount and do it for different shipping services e.g. standard, priorty etc…

I see it.
The best I can tell from here is the theme has some kind of conflict when the shipping calc returns zero (which is a valid return). This seems weird behavior but I have seen strange things from some themes!!!!
You can always test out this theory by switching to a different theme temporarily and see how that reacts. Can you do that and let me know?
If that doesn’t appear to the issue then can you send the screenshots of the Table Rate shipping admin page – I’ll take a look to see if it’s anything I can see, but I think you might need to contact the theme author.
Also can you provide a list of all the plugins you have so we can see if there is some kind of conflict there

That is very strange because I can access the cart/checkout just fine from here. Maybe you are adjusting the rates as we speak???

I just re-tested it and it works fine here….
Try this, woocommerce caches shipping rates so you need to turn that off whilst you are adjusting the settings.
Go to Woocomemrce -> Systems Status then select the “Tools” tab and finally check “Shipping Debug Mode” is set to Enabled then click “Save Changes”
You might need to refresh your browser but you should be all set
Let me know how it goes…
