No i don’t think it’s a problem to block for asking for consent as it’s implemented now. The behavior now is: Get a message, have two choices: define cookie settings (also allowing deny), accept all. Having a third option dismissing the modal dialog at current page (meaning not performing any choices) would allow a conform implementation.
Positive: The user has to choose but does not simply ignore the own privacy. We have also people who accept all mostly from mobile devices, i think mainly because the banner uses more screen space.
Negative: It lowers UX as if dismissing the user will be bothered at every page view (as this technical settings also requires a cookie).
