In WPC grouped products, Customers can choose to add only 1, some certain items, or all from a product group to the cart. All items in a group are still treated as INDIVIDUAL items. Users CAN’T control the chosen quantity of grouped items.

For your purpose, you can refer to another plugin:
WPC Product Bundles for WooCommerce . In this plugin, the default quantity of each bundled products is always ‘1’. If you don’t want to change to ‘0’, you just to set up the each item’s quantity limit is minimum ‘1’

For your information, it is impossible to change bundled products quantity in cart page or minicart since they were confined by the bundle settings. Buyers can only change the quantity of the main bundle only.

Changing the quantity of bundled products will affect the bundle total or the limitation settings inside a bundle. So, we don’t provide this function on the cart yet. You can try another plugin from us https://www.ads-software.com/plugins/woo-bought-together/ or https://www.ads-software.com/plugins/wpc-grouped-product/
