As mentioned above, it seems to be a core file that is missing or is called with the wrong path, so i think you have to replace core folders wp-includes and wp-admin.

From the icons you posted seems that you have the basic files of xampp installed in the root directory localhost. Inside the root you have to copy the wordpress files that you download from www.ads-software.com and then if you open localhost on your browser will start the installation.

You have to set the language code in settings and then delete reviews and reimport them.
