To stop launching the notifications I deactivated only all the Debug Bar plugins. I have not deactivated OneSignal. So I believe the fault really is Debug Bar. I’m with this problem too. But in a installation that does not use Wordfence. It started after I updated the W3 Total Cache to 0.9.5. Not your case too? You use W3TC?
