The orders were all completed. I also have a plugin installed that automatically completes all orders.
In the plugin settings, the following boxes area checked.
When order created (i.e. status is processing)
Add WooCommerce order status to tags
Enable logging
I found the problem.
I was looking at the wrong log earlier. I found the right one and It says List id is not numeric and after some searching I found the right thing now and everything is working.
