It did not happened when I checked out on my 2nd paypal account to test it. I just had a friend test buy something and it happened to them. I have force users to register already enabled also, I disabled guest checkout.

I got it! I never setup a “menu” I was just using the default sorting, once I setup a menu its working now.

I briefly added a menu to see what it did, then removed it, could that maybe have left some stray code around or something?
