Regarding the issue with iframe, Popups for Divi, being a lite version, has limited support for dynamic content within the popup.
You can switch to Divi Areas Pro. It allows you to create global popups and comes with multiple features, area behavior, area conditions, and integrations. And further supports most of the dynamic elements/contents, including iframes, within the popup.

Sure, I will be happy to guide you in triggering your popup on all pages. We have already shared a similar solution earlier.The popups for the Divi plugin transform page sections into popups. So, as it transforms your page section into a popup, it will only trigger the popup when you are on that specific page whose section was transformed into a popup.
Whereas the same won’t be triggered on other pages, to resolve your issue, you have two options.
Option I:
Add your popup to a global header, body, or footer, so the section can be retrieved on every page. This will trigger your popup on all pages, including your category page.

Perhaps the best option is to switch to Divi Areas Pro, which gives you ease in managing multiple popups in one section called “Divi Areas.” Furthermore, you can manage different triggers and behaviors. You can also add different layouts and enable or limit them for different pages.

Yes, it’s possible to vertically align the popup to the bottom of a page. However, the requested feature is one of the features available within Divi Areas Pro.
