WooCommerce comes with REST-API enabled, you can find more information here https://docs.woothemes.com/document/woocommerce-rest-api/
There are a few bridge plugins to convert SOAP->JSON/REST, but these are not officially supported by WooCommerce.

In reply to: Woocommerce rest api with local hosthello, i’m afraid you not using https, like https://localhost, Woo’s API allows HTTP Auth only over HTTPS, if you want to stick with HTTP consider using OAuth.
I found this quick annoying myself, as i cannot use CRUL to try things out. only after installing SSL cert all is good.
