The issue was caused by Redis Cache Plugin (https://www.ads-software.com/plugins/redis-cache/). Deactivating it and configuring redis cache in litespeed settings solved the issue.

How do you confirm that it is emptied?

I have created a demo product and activated the use of the demo gateway. When I place an order and pay, the checkout page reloads prompting me to pay again while in the merchant dashboard(demo.pesapal.com) , it shows that a payment has been received.

In woocommerce orders section, it does not show that there is a new order.
