yes, the problem is resolved by giving some other permalink structure .e.g

abbotabad/%post_id% and lahore/%post_id%

abbotabad/page1 and
lahore/page1

or any plugin for it.

Page and post trash is empty,
I think the problem raises when I want to add Post of same url .e.g
abbotabad/page1 and lahore/page1
I think that may be it is possible as the links are differentiated by prefixing date and category name, but the slug remains the same.
