I found a reason.

I have a wordpress version 5.0.10??and PHP version 5.2.17.
Ih the other site where the wordpress version is?5.0.4 and I can’t?open the setting page of the theme.

I decided to change language and all has done!
the language was russian and I changed it to English and then I can change all settings what I want!
