This reads like it might be possible to work something out in practice using the revision system. I might be able to
1) publish my revision
2) restore previous revision, kicking my “draft” into the revisions bucket where it can be viewed by the authorized reviewers
3) Once I have their sign-offs, publish the “draft” using the ‘Restore This Revision’ button
I will test this, but if anyone has worked anything out in practice, I’d still be interested in their process.
