Problem in one plugin of theme. All is good

Have two sites. Last version of OneSignal.
In one site all is good.
On second site have problem:
“OneSignal Push: there were no recipients. You either 1) have no subscribers yet or 2) you hit the rate-limit. Please try again in an hour”
Second site have Yoast SEO Local, News, Video and WP Rocket.

Problem not in One Signal, problem in Yoast SEO. OneSignal problem with Yoast SEO, JNews theme problem with Yoast SEO Local. Problem is in Yoast. And may be in WP 5.1.1.

Problem is no in OneSignal. Problem in Yoast 10, because after update have problem with theme JNews. Mani problems with new version of Yoast
