I created a cloud instance in the same region as the VPS in Canada, Beauharnois (BHS) on OVh and I was unable to activate the Site Kit, it gave the same error.

Later using the same settings made in the same France, Gravelines (GRA) on Ovh, and I managed to activate SiteKIT. All attempts were made with CloudFlare active.
