For Information sir,
We can not do anything to prevent for uninstall, it’s wordpress feature.

If I have done anything like this then, it may not have been approved by WP Team and event I may have become black listed by them.

I have tried to uninstall and I haven’t found any issue.

Still I will like to help you. Follow below steps.

1)Open your ftp
2)Go to path -> wp-content/plugins
3)Find the folder popular-post and delete it.
