No, users must sign up and create personal profile with their photos and details first. then they can post content or comment anywhere in the site.

Can you keep track of them many times a day so that they do not post illegal stuff or upload tons of spam?

No i cant keep track but i think plugins can prevent spam. but i can with help from friends ofcourese review the site daily and remove illegal stuff etc etc

please bear with me, i really cant understand how to set up the site to act like that..i understood the roles and i think my site users need to assigned to authors role but i cant understand how to make the site structure so that users can subscribe users and follow other users blogs and maintain separate blogs (like youtube channels).
