For the issue regarding the button, it will be resolved in the upcoming theme update.
For the Header top menu not displaying, can you go to Appearance -> Customize -> Header -> Top Bar and put a checkmark on Check to show top header bar. The top header bar includes social icons area, small text area and menu area. and check?
