Please double check the credentials you were given.You can turn on the Live mode by checking ‘Production Key’ on the settings page. In this mod, you might config the plugin with production credentials obtained from DHL. For more information you can refer this link section ‘DHL Settings’.
I have checked the debug request and response. I noticed that some nodes are missing in the response.
Currently, DHL test server is facing some issue. Hence, I would request you to try in Live mode.
In case, if the issue persists please let me know.

If the problem persists, please post the debug request. Please make sure your credentials are removed from the request.In the basic version, we have only ‘pack items individually’ option for packaging, as basic is for small merchants who normally have a single item in the cart.

Make sure that you have enabled at least one valid service on the settings page. If the problem persist, enable debug mode and make sure you are getting some services in the Response.

Availability of the UPS services depends on following metrics:
-Sender Address
-Recipient Address
-Product Dimension and Weight.Our UPS plugin will display only those services which would be shown on the UPS calculator for the above metrices.

I have just checked the debug response provided by you, I can see the rates are there.
Kindly make sure valid services are enabled in plugin settings page.
The parcel packing option is not available with the basic version of our plugin.
The basic version of our plugins works well when you have one item in the cart, as it packs every item individually.
Let me know, if you have some query.
It seems your WordPress database is not able to save variables with longer names(60-70 characters).
Please contact your hosting provider or check your WP database configuration to resolve this issue.
