in such a case you should map the “GR” value to “EL” before sending the REST api request. The same must be done IN ANY 3rd party system that integrates with wordpress.

GR is the two letter code for Greece in the globally accepted ISO. One does not simply change that because the greek government decided not to use it for it’s tax identification system unlike the rest of the European states.

according to wikipedia:

The full identifier starts with an ISO 3166-1 alpha-2 (2 letters) country code (except for Greece, which uses the ISO 639-1 language code EL for the Greek language, instead of its ISO 3166-1 alpha-2 country code GR, and Northern Ireland, which uses the code XI when trading with the EU)

as a resul the country code should not be changed. A mapping for the two countries should be implemented in integration with VIES or relevant 3rd party system.
