I have. It still fails on multiple machines downloaded from the same site.
I attempted to download install the Web Minimalist theme from the original designers’ website with the link below:

That ZIP file is able to be opened and installed, but the WordPress admin page still reports the need for an update. You attempt to update, and it still reports the same error.
This is simply a matter of the ZIP file located on WordPress’ site needs to be fixed. Currently, the file WordPress is trying to download is linked here:
