My Issue was this error prevented my access to the dashboard, and hence I had to go to the database and remove plugins. **How Else???**
I removed this text “i:28;s:24:”wordpress-seo/wp-seo.php”;”

It did break a bunch of things but at least I now have controll again.
Shame no one can provide a straight answer.
