The super admin would have to log into the main domain right?
All WordPress website has a link where administrative users can login to access their dashboard.
Are you able to see the roles of all users from your WordPress Admin Dashboard when you’re logged in?
If you’re unable to locate the super admin you can create a new super admin if you have access to the webhost cpanel that has the WordPress installation files. This is how to add a super admin from the “wp_sitemeta” database table.

I would like to move all the site’s content over to WordPress, but I would like to be able to build the site fresh in WordPress before publishing the changes
The Best way to go about this is by building the website afresh from WordPress there are lots of themes you can purchase online that may closely look like your previous website design then you can start building.
I will need to retain all the page names since this site has been up for several years.
When building on WordPress you’ll be able to customize your website links and menu etc.
I hope this helps.

This should be a browser cache issue from your end. I’m able to access the website without experiencing it loading halfway https://imgur.com/a/hU2DDvr
Have you tried doing a browser reset to see if it resolves the issue for you?

Have you checked your wp-config.php file if there is any white space before
<?php
If this does help you may want to try disabling your plugins to find out. But most likely the issue could be from your wp-config.php file if you were editing it lately.Best,

I was able to access your website and I’m able to view the “Home Page” correctly without scrolling down.
Could this be that you’re experiencing a browser cache issue?
Try accessing your website from another browser or from Chrome incognito mode to see it’s displaying correctly. If this is the case you you may want to clear your browser cache.

In what way are you are unable to access the website?
When I tried visiting your website from the URL you provided it wasn’t displaying anything initially, but currently it’s displaying this massage when accessed: Your access to this site has been limited by the site ownerBy edit mode, do you mean the Dashboard?
I was referring to your editor. If you can’t see unnecessary space on the home page from the Classic Editor you may want to temporarily remove any new widget or disable a new plugin you just added to be able to identify what is responsible for the issue.Best,

I’m not able to access your website.
Have you checked your landing page on edit mode to see if all text and image blocks are properly arranged without unnecessary spaces?
