I have a similar problem, however I do not understand your solution.
After updating cf7 to the latest version, I have the same error, I put the form into the code as a shortcode, I didn’t change anything in the plugin’s source code, etc.

it’s hard to tell, the site uses import or wpml plugins for many languages and these are the ones that appear there the most.
Plugins at the beginning of the configuration possible that they were uninstalled and reinstalled by someone else or is it possible that this could be the reason?
For example, could putting the whole wp core over and installing all plugins first and then spindle the current base help?
I also wrote to wpallimport, they wrote back that they did not know what it was about and that their plugin should not ask for such things on the front, but this is what appears when the home page is launched.
