Not sure if I understood you well, this plugin will let you set a minimum quantity for all products at once (Premium version enables this per product), once you get this, you will be able to force minimum quantity for every product.
Hope this is what you’re looking for.

The current behavior is to add a notice to the user when they try to add the item to the cart, we will work on getting this automated in a future release.

No, decimal is defined “globally” by dot, and you can’t use comma instead.

The plugin (the free version) applies to the whole store at once, and unfortunately you can’t disable it on product basis.
In order to help you further, what actually are you trying to do with a sold-out item so I can think of a way to solve this?
