You can navigate to WP Dashboard > Members > Addons and enable Members – Admin Access addon to set which user has access to WP Dashboard.
Also, you can check Admin Menu Editor to set which role can access which items in menus.

I’ve tired to do a test on my test website but I don’t have access to Product Visibility by User Roles plugin as it paid plugin but I tried to do a test using Product Visibility by User Role for WooCommerce plugin which worked fine from my end. So, I recommend contacting the plugin support team.

Plugins are sharing capabilities so grant capability means that user can have access to more than that plugin only, otherwise, you can create a custom capability for Yoast which will require a custom code.
However, you can check Admin Menu Editor to deny users from access other plugins.
