Sorry,
its not doing 1+1, but doing the discount only on the cheapest product and only up to 100% of its price.
if the cheapest product is 100usd than it gives 100usd discount, if its 170usd than 170usd discount but if the cheapest product is 250usd it gives 200usd discount.
