Question 1:
To resolve this issue, you can utilize our Archive Builder templates. Additionally, the Archive Builder offers a conditional option where you can specify conditions for when the template should be displayed. Here’s a screenshot for reference.
Question 2:
To better understand your query, it seems you’ve added a row in two sections of your page and included a grid and filter block. When viewing the page, all categories are displayed, despite specifying a specific category in the grid. Since these are separate blocks, all categories are shown. However, after discussing with our developers, they informed me that in the feature there is an option in the filter block where you can select which category you want to display. I’ve attached a screenshot for you to identify the issue.

I’m able to replicate the issue with the Coblog theme. It is related to Coblog theme.
However, you can customize the header and footer from the template. It will update the changes.

The Cart – Total Qty condition is no relation with minimum order quantity. So skip that condition and you can user other conditions for cart and minimum order quantity.
