I disabled all plugins as mentioned except for WooCommerce.
It seems to be related to our use of the Twenty-Twenty Theme. When
switching to the new Twenty-Twenty One Theme the issue is resolved.
To be clear, we do not want to use the Twenty-Twenty One Theme because I have a specific aesthetic I am already happy with, with the Twenty-Twenty Theme.
We tried doing a fresh install of the original Twenty-Twenty Theme and even used a plugin
on our staging site to clear the database and it still was not resolved.
We also installed the Twenty-Twenty Theme and WooCommerce on a completely separate WordPress account just to test and the issue was not present, so clearly it is related to the specifics of the Twenty-Twenty Theme on this particular WordPress account including our staging site.
