Make sure you’re running the latest version of WordPress, make sure you’re running the latest version of AccessAlly and then try contacting them about your license if you’re still having an issue.

It has nothing to do with it being a non listed plugin.

I finally found this plugin, Add Multiple Users for WordPress, that worked for me.
