    This issue has been resolved. I found a problem with the Permalinks Plug-in. To resolve the issue, I changed my permalinks settings back to the default given by wordpress and no longer had any problems. Thanks to ipstenu for attempting to help. I appreciate it.

    The IUSR has full access to the directory. This isn’t even a new installation of WordPress. It was actually working just fine until about 3 or 4 days ago. We upgraded to version 3.0.1 about 2-3 weeks ago and hadn’t had any problems except for the past few days. I don’t believe it to be a file permissions problem.
