I had the same problem (after upgrade to wp 2.7). I noticed that the file user-new.php (in wp-admin) had a different owner than my other files. Maybe caused by an automatic upgrade. So I changed ownership (actually I downloaded the WordPress 2.7 install files an overwrote the file via FTP). And after that it worked normally.
