Yes, you can hide a section depending on the device to do this please edit the section/row you want to hide on phones then scroll down to Hide Row option and select hide for mobile phones and show for desktop and tablet devices.

Please make sure load wp_head and wp_footer options are enabled from right options panel, If they enabled and still there is this problem please check there must be a cache plugin installed which is not working with landing pages properly.
