You can use PMPro to drip the content using the PMPro Series AddOn, but it does not “drip” the menu.

PMPro does not control the display or presentation of your content as far as the display of your post excerpts on your blog page, just restricts the access to that content.
There are ways you can do that with your theme though, so for example with Genesis themes, you can exclude certain categories from displaying on the blog page or home page.
If you search the repository you can find plugins that you can also use for this.
I recommend using category rather than tags for this, because PMPro can restrict by category.

Can you try disabling any other plugins that maybe conflicting, perhaps on a staging site, and let us know if the issue persists.
