I’m sorry, this is a typo of the info icon of that option.
Thank you for reporting and sorry for the confusion!

The correct info should be “If this option is active the popup will appear only on mobile devices.”
We’ll change the text, and this is how this option works – if checked, the popup will be shown only on mobile devices.
